Sir,
In reply to your letter No. 61 of the 21st instant, I am directed to inform you that the Secretary of State's instructions specifically directed the removal of Mr. Arthur's name from the list of officers entitled to the 4/2 rate, and were conveyed in a despatch dated the 22nd September 1892, which dealt with the list published under Government Notification No. 300 of the 2nd July, 1892. The reason assigned for the descision was that Mr. Arthur had received an increase of over 14 per cent. of his salary.
I am to add that the Governor will be glad to forward for the favourable consideration of the Secretary of State any representation submitted in triplicate that Mr. Arthur may wish to make on the subject.
